Thursday, April 7, 2022 - Bel Air, Maryland Harford County Cultural Arts Advisory Board is now accepting applications for several grant programs, including Community Arts Development Grants, Arts in Education Grants, and Independent Artist Mini Grants. These three grants are available to Harford’s nonprofits, units of government, colleges, schools, and independent artists that produce or present the arts in Harford County. Grants are available to artists working in many different mediums, including folk & traditional, literary, media, performing, and visual arts​. Interested parties can access grant applications through Grants Workspace, an online system.  Each grant has its own portal, accessed through Harford County Cultural Arts Board’s website. Harford County Cultural Arts Board’s keystone program is the Community Arts Development Grant.  This program provides (1) General Operating support to local arts nonprofit organizations and (2) Arts Programming support to nonprofits whose primary purpose is other than producing or presenting the arts. Colleges, universities, units of government, and religious organizations may also apply for Arts Programming support. The deadline to apply for a Community Arts Development Grant for the fiscal year beginning July 1 is Wednesday, May 11, 2022

Schools and others serving Harford’s underserved populations of any age may apply for Arts in Education Grants to support​ on-site artists-in-residence, visiting performers, or tickets and transportation costs for visits to museums and arts performances. This year, the matching requirement for Arts in Education Grants has been waived, and grants can support 100% of eligible costs for programs scheduled through June 30. Applications for Arts in Education Grants are reviewed on a month-to-month basis.

For the first time ever, Harford County Cultural Arts Board has created an Independent Artist Mini Grant Fund for individual artists living in Harford County.  These grants are designed to aid economic recovery in the arts community and stimulate investment in creative practice. Applications will be accepted within a narrow window of time, and reviewed by members of the Cultural Arts Board promptly, with the goal of expediting grants up to $500 to applicants. The deadline to apply for a Mini Grant is Wednesday, April 27, 2022.

Last year, Harford County Cultural Arts Board invested more than $223,000 in Harford County’s creative community.  Included in its financial support of the arts, the Board directed $37,000 of Covid-19 Emergency Relief to independent artists and $75,000 of Covid-19 Supplemental Grants to local arts organizations that had endured extended shutdowns and cancellations throughout the pandemic.

Grants to Support Arts Experiences for Harford’s Youth and Other Underserved Populations

​Thursday, August 19, 2021 - Bel Air, Maryland Harford County Cultural Arts Board is now accepting applications for its FY22 Arts in Education Grant program. Arts in Education Grants may be used to support​ on-site artists-in-residence or visiting performances, or tickets and transportation costs for visits to museums and arts performances.   

New for this year, eligibility has been expanded to include government and community-based nonprofit settings for underserved populations of any age.  In the past, Harford County schools serving preschool through twelfth grade could apply.  Updated changes now invite applications from nursing homes; hospitals; programs serving veterans, people with disabilities, the incarcerated, those experiencing homelessness; and others. 

"It is inspiring to consider how following the State Arts Council's lead by expanding eligibility for this grant program can help make art available to a more inclusive and diverse audience in Harford County," explains Cultural Arts Board member Christina McLoughlin. 

Arts experiences foster meaningful and dynamic learning, improve outcomes, spark conversations and connection, and can be integrated into any subject, theme, or developmental level.

Grant Funding Available for Harford County Artists and Nonprofits

 Wednesday, April 28, 2021 - Bel Air, Maryland Harford County Cultural Arts Board is now accepting applications for its FY22 Community Arts Development (CAD) Grant program. The program offers two types of funding - general operating grants and arts programming grants. Grant awards can be used to support activities, programs, and operations occurring between July 1, 2021 and June 30, 2022. The deadline to apply is Friday, May 21, 2021.

Independent Artist Covid-19 Emergency Relief Grant applications continue to be accepted on a rolling basis.

Harford County Cultural Arts Board Seeking New Members


​October 29, 2020 - Bel Air, MD  Harford County Cultural Arts Board is seeking applicants to serve on the fifteen-member advisory board for the official arts agency of Harford County, Maryland.

In fiscal year 2020, the Harford County Cultural Arts Board facilitated investment of over $145,000 into Harford County through grants to artists and nonprofit organizations while reprioritizing programs to respond to extremely difficult times.  This year, the board has made a commitment to formally link its grantmaking to IDEA (Inclusion, Diversity, Equity, and Access) principles and has embarked on a multi-year community-wide project to celebrate diversity through themes of equality, dignity, truth, and beauty.

Board chair Chuck Bowden explains, “A passionate and engaged advisory board is critical to advance our efforts to cultivate the arts throughout our entire community.”

May 18, 2020 - Bel Air, MD -  Harford County Cultural Arts Board has restructured its priorities and funding to better support the needs of the local arts sector at this difficult time. As the official arts agency of Harford County, the Board is currently accepting applications for three grant programs intended to strengthen and provide ongoing support to all disciplines of the arts community - including folk and traditional arts, literary arts, media arts, performing arts, and visual arts.
 
Harford County COVID-19 Emergency Relief Grant Fund for Harford County Artists – Deadline May 25, 2020
 
To support Harford County artists whose livelihoods have been negatively affected by COVID-19, an Emergency Grant Fund has been established. Grants, up to $1000 per person, will be awarded to practicing artists who have lost income due to the COVID-19 crisis. Applications will be accepted through May 25, 2020.
 
FY21 General Operating Support for Harford County Arts Nonprofits – Deadline June 1, 2020
 
Application requirement for all eight Harford County-based nonprofit arts organizations currently receiving general operating funds for fiscal year 2020 (July 1, 2019 - June 30, 2020) were waived. Those organizations, Deer Creek Chorale, Harford Artists' Association, Ballet Chesapeake (also known as Harford Ballet Company), Harford Choral Society, Bay Country Gentlemen (also known as Harford County Maryland Chapter of the Barbershop Harmony Society), Havre de Grace Arts Collective, Theatreworks Live, and the Upper Chesapeake Chorus of Sweet Adelines International, will automatically receive the same grant amount in fiscal year 2021 (July 1, 2020 – June 30, 2021).
 
For Harford County-based nonprofit arts organizations that are not current FY20 grantees, applications to support general operating costs in fiscal year 2021 will be accepted through June 1, 2020. Funding decisions will be announced by July 1, 2020.

FY21 Arts Programming Support for Maryland-based entities presenting or producing the arts in Harford County – Deadline September 15, 2020
 
Applications are also still being accepted for grants to support arts programming presented in fiscal year 2021 (July 1, 2020 – June 30, 2021) in Harford County by Maryland-based nonprofit, religious, higher education, and government entities. The deadline for these applications has been extended to September 15, 2020. Funding decisions will be announced by November 15, 2020.

Harford County Cultural Arts Board Response to COVID-19 Crisis

Relaxed Requirements for Current Grantees, Deadline Extensions for FY21 Grant Applications, and an Emergency Relief Grant Fund for Harford County Artists


April 17, 2020  Bel Air, MD -   On April 6, 2020, Harford County Cultural Arts Board met virtually to discuss the state of the arts sector in Harford County, Maryland, as affected by the COVID-19 crisis. In addition to the obvious health concerns, the added stress and anxiety from the shutdown of schools and community spaces, as well as most businesses, the economic impact is immense. The entire board convened to decide how best to support the needs of the arts community at this extremely difficult time. Decisions were made to relax requirements for current grants, extend deadlines, and waive the need for current general operating grantees to apply for the next fiscal year, 2021 funding period (July 1, 2020 - June 30, 2021). For the first time ever, the board decided to create a Harford County Emergency Relief Grant Fund for individual artists living in Harford County who demonstrate a financial need due to COVID-19.

Changes to FY20 Community Arts Development (CAD) Grant Requirements

In recognition of the unprecedented situation all organizations, as well as individuals, are now facing, Harford County Cultural Arts Board has followed the example of the Maryland State Arts Council by relaxing the guidelines pertaining to all grants awarded for fiscal year 2020 (July 1, 2019 - June 30, 2020). The matching requirement for FY20 grants has been eliminated and, if needed, funds may be used for arts-related purposes other than originally planned. Organizations can also receive a deadline extension to complete their final reports (currently due August 1, 2020) upon request.

Harford County Cultural Arts Board Invests in the Arts
Current Year Investments Exceed $99,000 in Harford County, Maryland
 
BELCAMP, MD:  Harford County Cultural Arts Board announces investments totaling more than $99,000 in Harford County, Maryland, through the Community Arts Development Grants program during the twelve-month period ending June 30, 2020. 

This year, Community Arts Development funds will support day-to-day activities of eight Harford County arts organizations including Deer Creek Chorale, Harford Artists' Association, Ballet Chesapeake (also known as Harford Ballet Company), Harford Choral Society, Bay Country Gentlemen (also known as Harford County Maryland Chapter of the Barbershop Harmony Society), Havre de Grace Arts Collective, Theatreworks Live, and the Upper Chesapeake Chorus of Sweet Adelines International. 

In addition, Community Arts Development funds support in-county arts programming presented by fifteen nonprofit, religious, and government entities, including the Aberdeen in Watercolor by Richard Morton       exhibit at The Aberdeen Room Archives and Museum; Bach Concert Series concert at Avondell Retirement Community; Bel Air Recreation Committee’s Bel Air Community Chorus; 2020 Summer Concert Series presented by Friends of Jerusalem Mill; special events at Chesapeake Theater, Amoss Center, APG Federal Credit Union Arena, Harford Dance Theatre, and Phoenix Festival Theatre at Harford Community College; two Special Choral Concerts for the grand opening of the new Underground Railroad Exhibit at Havre de Grace Maritime Museum; performers for Joppatowne Arts Festival presented by Joppatowne Recreation Council; Celebration of Cultures 2020 presented by Linking All So Others Succeed (LASOS); 2019 Harford Plein Air Festival presented by Maryland Center for the Visual and Performing Arts; 2019 Sprout Film and Art Festival presented by The Arc Northern Chesapeake Region; Music in the Mansion series presented by The Liriodendron Foundation, Inc.; Youth Leadership Achievement Program—Art Education, part of The SUCCESS Project; 2020 Garden Glow presented by The Trustees of Ladew Topiary Gardens; 2019-2020 Concert Series for Deer Creek Coffeehouse at The Vestry of Deer Creek Parish; and the 2019 Fall Fling Big Band Dance, 2019 Town of Bel Air Film Festival, 2019 Authors and Artists Event, and 2020 Spring Fling Big Band Dance presented by the Town of Bel Air.

An economic impact study released earlier this year by the Maryland Department of Commerce showed the nonprofit arts industry is a $1.3 billion industry in the state.  For each dollar invested, there is an average return to the economy of over $4.16.  Jessica Cleaver, Harford County Cultural Arts Board Coordinator, points out that beyond an economic impact, “We have always known, and now we have compelling data from a recent study done by Americans for the Arts to prove, the arts affect and improve every aspect of our lives.  The arts increase property values by up to 20% and spark growth and innovation, causing people to love where they live and feel 1.6 times closer to their neighbors!”

According to Chapter 9, Part 2, Article XVIB of the Harford County Code, “The Cultural Arts Advisory Board shall consist of 15 citizen representatives and a member of the County Council, who is an exofficio, non-voting member.  The members shall be appointed by the County Executive and confirmed by the County Council pursuant to Section 223 of the Harford County Charter. The Board members shall be residents of the County; and insofar as possible, be representative of the County's population with respect to race, gender, political affiliation and geography.  The terms of the members are coterminous with that of the County Executive.”

The powers and duties of the Cultural Arts Board include but are not limited to the following: Promote and support the overall development of arts and culture in Harford County; Encourage local government and citizen interest in the arts and culture; Act as the official Arts Council for Harford County in order to accept and disburse funds from the Maryland State Arts Council. The Harford County Cultural Arts Board, its grants, operations, and programs are administered by staff employed by Harford County Public Library.

Grants Available for Harford Arts Programs and Operations
 
Belcamp, MD (May 14, 2019) Harford County Cultural Arts Board is pleased to announce over $100,000 in grant funds is available to nonprofits presenting or producing the arts in Harford County.  Applications are now being accepted for matching grants to support local arts programs and operations within the period of July 1, 2019 through June 30, 2020.  The deadline to apply is Wednesday, May 29, 2019 at 12:00 noon EST.

Belcamp, MD:  In what has become an annual tradition, Harford County Cultural Arts Board curated and installed an art exhibit in our state's capital in support of the Harford County Delegation.  Selected work by two Harford County artists, Seonju Townsend and Jim Craig, is hanging on the third floor of the Lowe House Office Building in Annapolis, outside the offices of many Harford County delegates.  The exhibit runs the entirety of the 438th session of the Maryland General Assembly, January 10 through April 9, 2018.  Many pieces are for sale. The exhibit will stay up beyond the close of session.  Please contact the Cultural Arts Board office to confirm if you plan to visit after April 9th. 

Delegate Susan McComas expressed her appreciation for the display of unique and eye-catching art from local artists, “Session felt lively and vibrant amid the wonderful works.”  Delegate Glen Glass remarked “Harford County always has the coolest art.” 

In this exhibition, Ms. Townsend is showing recent portraiture in oil, on both canvas and wood, and Mr. Craig is showing a selection of black and white photographs of Harford County scenes captured throughout his career.   Other work by Seonju Townsend was recently shown at the National Wet Paint MFA Biennial 2018 in Chicago, Illinois and the Richard V. Talkin Family Art Gallery at Howard County Community College.  Her website is www.seonjuart.com.  Jim Craig often photographs street scenes, and currently has a show at Concord Point Coffee in Havre de Grace entitled Do You See Yourself 2017, in which anyone who sees themselves in a photograph may have the piece for a minimal charge.  His website is www.jamescraigphotography.com.  To see and learn more about the artists and their work, watch Kaleidoscope on Harford Cable Network.  Episodes are available online and may be viewed at www.culturalartsboard.org/kaleidoscope.html

​As the government-appointed local arts agency, Harford County Cultural Arts Advisory Board is the premier local resource for arts, cultural, and historical organizations, individual artists, and the residents of Harford County, Maryland.  The Board provides advocacy and administrative support, sponsors workshops, events, and promotional opportunities to the community, and distributes grants to local nonprofit organizations and schools.  Activities are made possible by a Community Arts Development grant from Maryland State Arts Council, an agency of the State of Maryland under the authority of the Department of Commerce, Division of Tourism, Film and the Arts.  Since December 2015, Harford County Cultural Arts Board has operated under the auspices of Harford County Public Library.  The mission of the Cultural Arts Board is to “preserve, enhance, and promote the culture of Harford County.”
